Please review the below and give any opinions to Chip before the 22/5 so that they can be included in information prior to the AGM in June.

TO ALL CLUB SECRETARIES – PROPOSED RULE CHANGES

In accordance with Rule 5 of the B&DCL Constitution and Rules I would be pleased to receive any proposed rule changes your Club may wish to see made by 22nd May 2019. These should be in writing and be sent to this e-mail address at your earliest convenience. Please also advise me of the reason(s) the proposed rule change is being made.

So far I have received three suggested ammendments to the League Rules and Constitution which are briefly detailed as follows:

1/ The time control of 60 minutes with 30 second increments per move be extended to all Divisions rather than just Division 1 to which it now applies. Reason: To rationalise time controls throughout the League.

2/ To do away with the option to adjourn games completely. Reason: There have been no adjourned games played since the previous rule change giving preference to “quick play” finishes.

3/ A reduction in the time required to notify Club Secretaries of the date of the AGM (and also proposed rule changes). Reason: Communication by e-mail allows more rapid communication than when the rules were originally drafted.
